Clean and Green Regulations by County
Counties throughout the Commonwealth are administering Clean and Green differently when it comes to oil and gas leasing and drilling. Below is a list of known regulations and contact information each county. If you have a client that is affected by the oil and gas “gold rush” it is important to contact the county assessment office directly. As more information becomes available the list will be updated. Any information contained in this list is for reference only and should not be considered legal advice.

· Oil and gas drilling does not violate Clean and Green.
· Adding structures needed for gas production does constitute a change in status.
· Gas leasing and drilling does not affect Clean and Green status.
Jefferson County:
· Landowner must roll back the entire parcel and re-enroll the remaining qualified land.
· Gas harvesting that does not trigger physical change to the land’s appearance (pipeline for delivery) is not a violation of Clean and Green.
· Adding structures needed for gas production does constitute a change in status.
· Landowner must roll back the entire parcel and re-enroll the remaining qualified land.
Lycoming County: 570-327-2200
· Leasing and drilling a well does not constitute a change in Clean and Green status.
· Adding structures needed for gas production does constitute a change in status.
· Signing a lease or cutting down trees for drilling does not affect Clean and Green status.
· Adding a storage facility or drilling a well violates Clean and Green.
· Landowner must roll back the entire parcel and re-enroll the remaining qualified land.
Perry County:
Philadelphia County:
· Gas leasing and drilling does not affect Clean and Green status.
· Gas leasing and drilling does not affect Clean and Green status.
