RPAC Political Successes

RPAC tracks legislative issues that could alter the way real estate licensees do business in the Commonwealth.  Thanks to RPAC's ongoing efforts, Realtors® have a voice at the table when discussions are taking place 

Pennsylvania

Highlights of the 2011-2012 Legislative Session:
  • Sprinkler mandate repealed! Gov. Tom Corbett signed House Bill 377 into law repealing the mandatory sprinkler law in new residential construction on Monday, April 25. Consumers will now have a choice whether to install sprinkler systems in one- and two-family newly constructed homes.
  • Legislation to ban Private Transfer Fees (PTFs) in PA passed! PAR supported legislation to prohibit PTFs in Pennsylvania. A private transfer fee (PTF) is a 1% fee paid to a third party private company every time the property transfers for 99-years.
  • AMC bill passed! Legislation to regulate Appraisal Management Companies in Pennsylvania was signed by the Governor.
 
Past Legislative Victories:
  • Passed amendments to RELRA bill which allow licensees to establish a "qualified association" to collect payments from brokers.
  • Removed language from legislation that would have prohibited an MLS from purchasing data for use by real estate licensees.
  • Enacted legislation to provide for reciprocal licensing.
  • Prevented statewide increases in the realty transfer tax.
  • Stopped legislation providing five-day right-of-rescission on all residential sales agreements and sales contracts.
  • Stopped legislation providing for mandatory three-day attorney review of all agreements of sale for one to four residential dwelling units. 

Federal

Highlights of the 2011-2012 Legislative Session:
  • Mortgage Interest Deduction (MIDs): NAR opposes any changes that would limit or undermine current law.
  • Qualified Residenttial Mortgages (QRMs): NAR opposes mandatory increases to down payments.
  • GSE Reform: NAR is recommending that Fannie Mae and Freddie Mac be converted into government-chartered, non-shareholder owned authorities that are subject to tighter regulations on product, revenue generation and usage, and retained portfolio practices in a way that ensures they accomplish their mission and protect the taxpayer.
  • Short Sales:  NAR continues to push the lending industry to expedite short sales.
 
Noteworthy Past Legislative Victories:
  • Passed the First-Time Home Buyer Tax Credit
  • Permanently preserved the separation between banking and commerce by banning large national banking conglomerates from entering the real estate business and by preventing the Treasury and Federal Reserve, by rule, order, or any other way, from opening the door to such activities.
